Performance measurement in freight transport: Its contribution to the design, implementation and monitoring of public policy

Formulating and implementing evidence-based policies on freight transport requires the collection and analysis of large amounts of data.   The paper examines these data requirements.   It begins by identifying a series of fundamental questions that policy-makers typically ask when trying to improve the performance of a freight transport system. This performance is defined with respect to six criteria: transport intensity, modal split, market diversity, operational efficiency, service quality and environmental impact. The paper discusses the choice of metrics for each of these criteria, considers how the appropriate data can be collected, analysed and interpreted and cites examples of good practice from around the world.   It concludes with some general observations about the current quantity and quality of freight data available to policy-makers.
