International shipping and climate change: policy responses and implications for the maritime industry
This book chapter begins with an examination of the level of carbon emissions from international shipping and how it is changing. It then reviews efforts by the International Maritime Organisation (IMO) and other bodies to devise and implement public policy initiatives to reduce these emissions. It discusses the difficult of achieving international consensus on this issue and charts the developments that led to the IMO’s declaration in 2018 of a target to keep CO2 emissions from international shipping well below the 2008 level by 2050. There is also a brief discussion of the policy measures that will be required to achieve this target.
