This Forum organised by the European University Institute with the support of the European Commission focused on two aspects of ‘European Green Cargo Operations’: (i) ways of increasing the multimodal share of European freight transport (ii) harmonising the measurement of GHG emissions from freight transport.   I was invited to provide an overview of GHG measurement trends and issues in the freight sector. A copy of my presentation can be downloaded here.  I subsequently wrote a short ‘Progress Report on the Measurement of European Freight Transport Emissions‘ for a Policy Brief in the European Transport Regulation Observer based on the Forum discussions, prepared by Matthias Finger and Teodora Serafimova.
